Alberto García Borja Adsuara is born in 1964. He has a degree in Laws and he is a teacher in the Complutense University of Madrid.

He has been cabinet counsellor in Cultural themes for two congressional periods and, from 1996, he was Chief of the Cabinet of the Secretary of Cultural Affairs.

He is a specialist in Property Rights, digital contents and new technologies. He has worked from 1992 in the making of national laws about these themes, beside of the transposition of European directives and the negotiation and the signature, being the head of delegation, of two international treatries.

He is the head of the General Directorate for the development of the Information Society in Spain, in the Ministry of Science and Technology from the 2nd of June of 2000. That directorate has the competences in the fosters of the implantation of the information society in the whole of the economical and social activities.
